New Delhi: The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, has approved a ₹1,789.52 crore Intelligent Traffic Management System (ITMS) for Delhi aimed at improving traffic flow, road safety and real-time management of congestion.

The Delhi Police will implement the project across 42 major traffic corridors in three phases over 24 months, followed by five years of operation and maintenance.

The technology-driven system will use real-time traffic data, artificial intelligence, adaptive signals, automated enforcement and integrated command-and-control centres to make better use of Delhi’s existing road network.

Adaptive traffic signals will adjust timings based on prevailing traffic conditions and coordinate signals along key corridors to reduce delays.

The system will also facilitate priority movement for ambulances and other emergency vehicles, including through green corridors. Real-time detection of congestion and road incidents will allow Delhi Police to respond more quickly and introduce diversions when required.

Commuters will receive live information on traffic conditions, diversions and parking through Variable Message Signs and digital platforms. Relevant information may also be shared with navigation service providers.

The ITMS will strengthen technology-based enforcement of violations including red-light and stop-line breaches, speeding, wrong-way driving, illegal parking and failure to wear helmets or seat belts.

AI-based analytics will also help identify stolen or blacklisted vehicles, repeat offenders and vehicles linked to hit-and-run cases.

The project will cover 1,092 adaptive traffic signal locations and 1,029 enforcement locations. Traffic Command and Control Centres, backed by secure data and disaster-recovery infrastructure, will integrate traffic regulation, enforcement and information services.

Delhi Police will select a Master System Integrator through competitive bidding, while C-DAC will provide technical support and monitoring.

The government said the project is aimed at delivering smoother traffic movement, faster incident response, improved enforcement and safer, more predictable journeys for Delhi residents.
