DoPT cleared over 23,000 promotions in 12 years, says Jitendra Singh
New Delhi: The Department of Personnel and Training (DoPT) has cleared more than 23,000 promotions over the past 12 years, Union minister Jitendra Singh said on Wednesday, emphasising the importance of timely career progression in keeping government employees motivated.
Singh, Minister of State for Personnel, Public Grievances and Pensions, made the remarks during a meeting with representatives of the Central Secretariat Group-C Employees’ Association, which represents more than 8,000 employees working across 135 ministries, departments and organisations.
The employee representatives thanked the minister for his regular interaction with staff bodies and placed before him a range of concerns relating to service conditions, cadre structure and promotional opportunities.
Among the issues raised was the need for cadre review and changes to the existing cadre structure to address concerns affecting career progression.

Responding to the delegation, Singh said genuine service-related issues and employee inputs would be examined through the appropriate institutional mechanism. He encouraged representatives to continue placing their concerns before the relevant authorities.
“Timely career progression is important for keeping employees motivated and ensuring effective functioning of the administration,” the minister said, according to the government.
Singh also stressed the need for a work-friendly environment in government offices, saying motivated employees would be better placed to discharge their responsibilities effectively.
The latest interaction comes against the backdrop of continuing efforts to address stagnation and promotion-related issues in Central Secretariat services. According to the government, more than 8,000 promotions were effected on June 30, 2022, while over 16,200 promotion orders were issued across various grades between 2022 and 2024.
The minister said employee feedback on service and cadre-related matters was an important part of the process and assured the delegation that legitimate concerns would be considered through the established mechanism.
The interaction concluded with Singh encouraging continued engagement between employee representatives and the concerned authorities to address genuine service-related issues and improve career progression.
Representatives of the employees thanked the minister for providing them an opportunity to directly raise their concerns and for maintaining regular interaction with employee bodies.
