Centre to Set Up Modern Testing Facilities for Toy Manufacturing Clusters: Piyush Goyal
New Delhi: Union Commerce and Industry Minister Piyush Goyal on Friday announced that the government will establish modern testing facilities across toy manufacturing clusters to help Indian manufacturers meet global quality standards and boost exports.
Addressing the 17th Toy Biz International B2B Exhibition 2026 in New Delhi, Goyal said the facilities would be developed through the Bureau of Indian Standards (BIS), National Test House and other government laboratories. He urged the industry to identify the testing equipment required to strengthen quality certification.
The minister called on toy manufacturers, particularly MSMEs, to adopt advanced technologies such as CAD-CAM and CNC machining to improve product quality, precision and global competitiveness. He also proposed setting up Centres of Excellence in partnership with industry and ITIs for skill development, product innovation, design and testing.

Highlighting export opportunities, Goyal urged manufacturers to leverage India’s Free Trade Agreements (FTAs), particularly with the UK and Europe, and assured support under the Export Promotion Mission for overseas expansion, including participation in international exhibitions and warehousing facilities abroad.
He stressed the importance of sustainable manufacturing, brand building and developing domestic capabilities in motors, electronics, dies and moulds used in toy production.
Noting that India’s toy exports have grown by 239% over the past four years while imports have declined by 32%, Goyal said the industry should now aim for tenfold export growth in the coming years.
He added that the Make in India initiative and the National Toy Action Plan have significantly strengthened domestic manufacturing, with over 50 toy clusters and around 21,000 MSME units now engaged in toy production across the country.
