K’taka Govt Drops Inquiry Against IPS Officer B. Dayanand in Chinnaswamy Stampede Case

Bengaluru: The Karnataka government has withdrawn the departmental inquiry against senior IPS officer B. Dayanand in connection with the Chinnaswamy Stadium stampede during the Royal Challengers Bengaluru (RCB) IPL victory celebrations on June 4, 2025, effectively clearing him of all charges.

In an order issued on July 14, 2026, the Department of Personnel and Administrative Reforms (DPAR) concluded the disciplinary proceedings initiated under Rule 8(4) of the All India Services (Discipline and Appeal) Rules, 1969, after examining Dayanand’s written defence and the recommendations of the administrative department.

Dayanand had submitted his defence on September 8, 2025, denying all allegations and seeking to be exonerated.

Following the stampede, which claimed several lives and left many injured, the then Bengaluru City Police Commissioner was suspended pending an inquiry. Although his suspension was later revoked, the government proceeded with departmental action by issuing a chargesheet and show-cause notice.

After reviewing the officer’s explanation and the relevant records, the government decided to close the disciplinary proceedings, holding that no further action was warranted.

The order, issued in the name of the Governor of Karnataka, formally exonerates Dayanand of all charges related to the incident, bringing the departmental proceedings against him to a close.
