New Delhi: The Election Commission of India has begun a five-day international workshop on “Risk Management and Electoral Resilience” at the India International Institute of Democracy and Election Management in New Delhi.
The programme, being organised in collaboration with International IDEA under India’s Chairship Programme 2026, will continue from May 25 to 29.
Chief Election Commissioner Gyanesh Kumar, along with Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, addressed participants during the inaugural session.

A total of 32 participants, including election commissioners, senior officials of Election Management Bodies (EMBs), technology experts and crisis management professionals from 12 countries, are attending the workshop.
The programme aims to strengthen institutional preparedness and help EMBs develop structured frameworks for managing electoral risks and ensuring resilience in election processes.
Discussions during the workshop focused on proactive identification and assessment of electoral risks to protect electoral integrity, continuity and public trust amid evolving challenges.
Key themes include electoral integrity, crisis management, risk assessment, strategic planning and inter-agency coordination. Participants are also being trained on the Electoral Risk Management Tool (ERM Tool), including risk analysis systems and operational registers.
The workshop will additionally feature field visits and institutional interactions to provide participants with practical exposure to election planning and risk mitigation mechanisms in India.
