New Delhi: Domestic LPG consumers will have to complete Biometric Aadhaar Authentication (BAA) to book refills at the regulated retail selling price with applicable subsidy from October 1, 2026, the Ministry of Petroleum and Natural Gas said.
However, consumers who have already completed the authentication will not have to take any further action. As of September 19, 27.43 crore active domestic LPG consumers, or 89.9% of the total, had completed BAA, according to the ministry.
The government said the authentication exercise is aimed at ensuring that subsidised LPG reaches eligible households and preventing diversion of domestic cylinders for commercial or industrial use. It is also intended to identify duplicate and ineligible connections and make subsidy delivery more targeted.
How consumers can complete authentication
Consumers who have not yet completed BAA can do so through multiple channels. The authentication can be carried out during LPG delivery, with the delivery personnel using the oil marketing company’s mobile application.
Consumers can also visit their LPG distributor’s showroom for authentication or complete the process themselves through the respective OMC’s mobile application.
Indane customers can use IndianOil ONE, Bharatgas customers can use HelloBPCL, while HP Gas customers can use HP PAY. Video tutorials on self e-KYC are also available through the PMUY portal.
What happens if consumers don’t want BAA?
The ministry said consumers unwilling or unable to complete biometric authentication will still be able to obtain LPG. They will have to register their choice through their OMC’s digital channels, including the consumer portal, mobile app, WhatsApp chatbot or IVRS.
Such consumers will receive LPG at the applicable market price without subsidy, in 5kg or 10kg cylinders, subject to availability.
The deadline for completing BAA was initially set for June 30 and was subsequently extended several times before being fixed at September 14, the ministry said.
Oil marketing companies have been conducting a nationwide outreach campaign since October 2023, including SMS and WhatsApp alerts, individual follow-ups, special camps and awareness campaigns.
Government spending on LPG subsidy
The ministry said domestic LPG is sold below cost and that the implicit subsidy was around ₹210 per 14.2kg cylinder in September 2026, compared with ₹721 in June.
According to the government, it paid OMCs ₹22,000 crore as compensation in FY2022-23 and is paying ₹30,000 crore during FY2025-26 and FY2026-27. Accumulated under-recoveries of public-sector OMCs on domestic LPG had exceeded ₹62,000 crore as of August 31, 2026.
