New Delhi: A High Powered Enquiry Committee (HPEC), constituted by the Supreme Court of India to investigate incidents of violence at Jantar Mantar in Delhi and other places during July 2026, has launched a dedicated portal to receive complaints and representations from affected persons, including police personnel.

The portal, http://hpec.nic.in, has been launched to facilitate the submission of complaints and relevant information by affected individuals and other stakeholders.

The committee will examine issues outlined in paragraphs 12 and 13 of the Supreme Court’s order dated August 18, 2026, and paragraph 5(i) of its order dated September 10, 2026.

Priority will be given to complaints concerning the use of pellet guns, targeted violence and harassment of women protesters, and excessive violence and property destruction by either side.

According to the Press Information Bureau, the portal has been designed to protect vulnerable witnesses and maintain confidentiality. Affected persons can choose to keep their identities confidential while submitting complaints or representations.

The HPEC has encouraged affected individuals and other stakeholders to access the portal and upload their submissions using the applicable formats. People wishing to provide information or suggestions on matters referred to the committee under the two Supreme Court orders can also use the portal.

Those who prefer to submit complaints, representations or supporting documents physically can visit the HPEC office at Shiksha Sadan, 17, Rouse Avenue Institutional Area, New Delhi – 110002, between 2 pm and 4 pm on working days.

Submissions may also be sent by post to the same address or by email to hpec2026.enquiry@nic.in.
