Maharashtra Legislature moves towards adopting NeVA for paperless proceedings
New Delhi: The Maharashtra Legislature has taken a step towards implementing the National e-Vidhan Application (NeVA), the Centre’s flagship digital platform aimed at enabling paperless legislative functioning under the Digital India programme.
A meeting held at Vidhan Bhawan in Mumbai on July 16 brought together officials from the Ministry of Parliamentary Affairs, the Maharashtra Legislature Secretariat, and the Department of Parliamentary Affairs, Government of Maharashtra to discuss the project’s implementation.
The participants agreed to expedite the signing of a Memorandum of Understanding (MoU) between the Centre, the Maharashtra Legislature Secretariat and the state government to facilitate the early rollout of the project.

The discussions covered the implementation roadmap, software features, technical infrastructure, funding, capacity building, timelines and operational responsibilities. Officials also reviewed the financial assistance available under the NeVA project.
The NeVA initiative is a Mission Mode Project of the Ministry of Parliamentary Affairs with an approved outlay of ₹673.94 crore to digitise all 37 State and Union Territory legislatures through a unified digital platform.
The proposed implementation in the Maharashtra Legislative Assembly and Legislative Council, including their campuses in Mumbai and Nagpur, is estimated to cost around ₹48 crore. The platform will allow legislators to access legislative business electronically while improving transparency, efficiency and public access to legislative proceedings.
According to the ministry, 33 State and Union Territory legislatures have signed MoUs for NeVA, while 21 legislatures have already become fully digital.
