TRAI moves to strengthen telecom service quality norms; consultation paper released

New Delhi: The Telecom Regulatory Authority of India (TRAI) on Wednesday released a consultation paper proposing amendments to the Standards of Quality of Service (QoS) of Access and Broadband Service Regulations, 2024, inviting comments from stakeholders.

The proposed changes are based on implementation experience, stakeholder feedback, technological advancements and rising consumer expectations for more reliable digital connectivity. TRAI said the amendments aim to further strengthen the existing Quality of Service framework and improve monitoring of telecom and broadband services.

The current QoS regulations, which came into force on October 1, 2024, introduced a technology-neutral framework for assessing service quality, along with enhanced reporting requirements and greater transparency for consumers.

TRAI has published the draft Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service (First Amendment) Regulations, 2026 on its website for public consultation.

The regulator has invited written comments by August 26, 2026, and counter-comments by September 7, 2026, before finalising the proposed amendments.
